Civil Society Organizations Urge Secretary of State Blinken to Support ELN Peace Talks in Colombia

October 18, 2023.  U.S. and international human rights, faith, humanitarian, research, and grassroots organizations sent a letter to Secretary of State Antony Blinken regarding the ELN peace talks in Colombia. They urged the State Department to fully support the ongoing negotiations between the Colombian government and the National Liberation Army (ELN) guerrillas, including by appointing a special envoy to support the peace negotiations. They also urged the State Department to increase diplomatic and financial support for the full implementation of the 2016 accords with the Revolutionary Armed Forces of Colombia (FARC).

The signers noted that the United States played a key role in reaching a negotiated peace with the FARC. With the growing national and international support for the ELN peace talks, despite expected obstacles along the way, U.S. support could help tip the scale toward a durable peace.

The letter also urges the State Department to fulfill its pledge of accompanying the Ethnic Chapter by using diplomacy and financial support to encourage meaningful ethnic community participation into decision making on the implementation of the 2016 peace accords and indeed into every aspect of national life.

“Now is the time for the United States to fully support the Colombian government-ELN peace talks and add to the growing momentum around this process,” said Lisa Haugaard, Senior Associate of the Latin America Working Group. “In a time of conflict in so many parts of the globe, it is good to see forward action to build peace.”

Clear examples do more than decorate an explanation: they show how an idea behaves under recognizable conditions. In education and software documentation alike, strong illustrations begin with a defined goal, then reveal the steps, assumptions, and result without unnecessary detail. A practical test example should state the input, expected output, and boundary condition, because these elements show whether a rule works beyond the simplest case. Including a contrasting case also helps readers distinguish a valid application from a tempting but incorrect one, while concise notes explain why the outcomes differ. When examples are updated with current data and checked against the underlying rule, they remain useful across classrooms, product guides, and professional training.
