While medical insurance isn’t an investment per se, it does offer financial protection against unforeseen costs which can help in personal financial planning.

Health Insurance in Qatar for Expats

Qatar boasts a high-quality healthcare system, considered among the best in the Middle East and globally.

Citizens of the Gulf Cooperation Council (GCC), including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates, receive free or subsidized basic medical care.

However, foreigners outside this region must obtain private health insurance from:

  • An international provider approved by MOPH.

The country invests substantially in healthcare, allocating an annual budget of QR22.7 billion (US$6.23 billion).

While this falls below the Gulf and EU averages, Qatar’s healthcare system remains robust and efficient.

The Healthcare Law of 2013 mandates Qatari citizens to have health insurance, covered by the government.

Many residents supplement their coverage with additional policies for better access to private healthcare.

As of May 2022, visitors and expats from outside the GCC must have mandatory private health insurance for stays in Qatar.

Failure to comply leads to visa rejection and entry denial. Employers not providing health insurance for their staff face fines of up to QR30,000 per person.

Qatari and GCC citizens receive free or subsidized medical services at public hospitals, clinics, and centers, covering:

  • Consultations
  • Medications
  • Specialized care
  • Vaccinations, and more.

Registration for health insurance requires various documents, and the Health Card facilitates access to public healthcare services.

Renewal or replacement of the Health Card follows a similar application process, with associated fees based on citizenship and card status.

Here are the fees for renewing or replacing an expired or lost health card:

Renewing an expired card:

  • QR50 for Qatari or GCC citizens or domestic staff.
  • QR100 for residents.

Replacing a damaged or lost card:

  • QR50 for Qatari citizens if the card was valid.
  • QR100 for residents (including GCC citizens) if the card was valid.
  • QR100 for Qatari citizens if the card is expired.
  • QR200 for residents (including GCC citizens) if the card is expired.

Who needs private health insurance?

Expatriates and visitors are required to have private health insurance to cover their stay in Qatar.

The Mandatory Visitors’ Health Insurance policy must be valid for a minimum of 30 days and cover medical treatment within Qatar (excluding other GCC countries). It includes:

  • Emergency care (up to QR150,000 for the policy period)
  • Emergency transportation (with a sub-limit of QR35,000), covering ambulance rides and medical evacuation to the individual’s country of residence
  • COVID-19 treatment (with a sub-limit of up to QR50,000) and quarantine expenses (up to QR300 per day)
  • Repatriation in case of death (up to QR10,000)
  • For those prone to accidents or planning an extended stay in Qatar, additional coverage may be advisable.

Benefits of private health insurance in Qatar

Supplemental insurance provides access to free or subsidized healthcare services such as dental care, prescription medications, and treatment in private clinics and hospitals.

Private healthcare facilities constitute over half of Qatar’s healthcare providers.

These facilities often offer more convenient access to medical services compared to public hospitals.

Selecting a health insurance provider in Qatar

Private health insurance must be obtained from an insurance provider registered with the Ministry of Public Health (MOPH).

Otherwise, it should be registered with an internationally recognized insurance company approved by the government before entering Qatar.

Failure to obtain insurance may result in denial of entry. In some cases, employers or sponsors may arrange insurance on behalf of individuals.

Some of the top expatriate insurance providers in Qatar include Allianz Care, APRIL International, and Cigna Global.
