The Pentagon has only one permanent base in Africa, on the coast of Djibouti, even as Russia and China have increased their footprint on the continent. U.S.-allied Botswana is being talked up as a potential home for a second base, but the question could turn on a key election in the southern African country coming up in just a couple of months.
