Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai Sheikh Mohammed bin Rashid Al Maktoum has issued a new law aimed at enhancing public safety across the emirate, covering everything from events and buildings to beaches and public venues. The legislation, known as Law No. (2) of 2026, establishes a comprehensive framework designed to protect residents, visitors and property while supporting Dubai’s rapid urban growth.The new law will come into effect on June 1, 2026 and will be published in the Official Gazette, marking one of the most significant safety reforms introduced in the emirate in recent years.

Dubai’s latest legislation introduces a detailed set of rules intended to reduce accidents, prevent injuries and ensure high safety standards in public spaces and commercial activities. The law aims to protect both lives and property while supporting sustainable development and economic growth in the city.

Dubai has become a global hub for tourism, business, and large-scale events, attracting millions of visitors each year. The government says the new law ensures that safety systems evolve alongside the city’s rapid development.

Stricter requirements for venues and events as per Dubai’s new law

One of the central aspects of the legislation focuses on public venues and large events. Organisers will now be required to meet strict safety standards before hosting gatherings.Under the law, venues must ensure:

  • Adequate lighting and ventilation
  • Safe entry and exit points
  • Limits on crowd capacity to prevent overcrowding
  • Noise control measures to avoid hearing hazards

In addition, venues and event organisers must implement a full public safety management plan, including emergency procedures and trained safety supervisors. Organisers will also need to provide essential safety equipment such as:

  1. Fire-fighting systems
  2. Alarm systems
  3. First-aid facilities
  4. Clear safety signage
  5. Emergency evacuation plans

These measures aim to ensure quick and effective responses to emergencies, whether related to fires, accidents or other unexpected incidents.

Dubai’s safety standards for buildings and infrastructure

The law also introduces strict guidelines for maintenance activities in residential and commercial buildings. Property owners, operators and service providers must ensure that:

  • Electrical systems and equipment meet safety standards
  • Regular maintenance checks are conducted
  • Hazardous materials are properly handled and stored

The rules extend to facilities such as swimming pools and beaches, which are popular recreational areas in Dubai. Operators must ensure proper safety measures are in place to prevent accidents and protect visitors. Authorities say the goal is to establish consistent safety requirements across the entire city, reducing risks in both private and public environments.

Stronger oversight and enforcement of new law in Dubai

Responsibility for implementing the new safety regulations will primarily fall to the Environment, Health and Safety Agency of Dubai Municipality, which will work in coordination with other government authorities. The agency will oversee inspections, compliance monitoring, and enforcement of safety standards across the emirate.Officials say this centralised oversight will improve coordination between agencies and ensure consistent enforcement of the law. Dubai has long relied on advanced technology and smart governance systems to manage public safety. To ensure compliance, the law includes significant penalties for violations. Individuals or businesses that fail to follow safety regulations could face fines ranging from Dh500 to Dh1 million. Repeat offenses within a year may result in penalties doubling to as much as Dh2 million. Authorities say the fines are designed to encourage strict adherence to safety standards and deter negligence. The Executive Council of Dubai will define specific violations and determine the exact penalties associated with each offense.
