National Anti-Corruption Commission deputy Kylie Kilgour — who was handed the sole responsibility of investigating the so-called “robodebt six” in a Steven Bradbury manoeuvre after the rest of the fledgling agency fell to a succession of embarrassing conflict mismanagements — is not a judge.
While Kilgour was admitted to the law in 2001, she never practised beyond the realm of a community legal centre lawyer, and has occupied positions throughout her career in policy in the Victorian public service and later in management — but not as counsel — for a royal commission.
