On 28 July 2026, Abu Dhabi announced that the Guggenheim Abu Dhabi would open its doors on 11 December. Twenty years after Frank Gehry first conceived it, the museum will open on Saadiyat Island, becoming the largest of the four sites in the global Guggenheim network. The announcement marks the culmination of a cultural project of rare scale: in under a decade, Abu Dhabi will have built one of the densest museum districts on the planet across 270 hectares. In a region where Qatar and Saudi Arabia are also investing heavily in culture, the race for cultural leadership in the Gulf has never been more open.
What is striking about this Emirati sequence is the place Africa occupies within it. The Guggenheim Abu Dhabi has announced that its permanent collection will focus on art from North Africa, West Asia and South Asia among its priority areas. Earlier in the year, the Louvre Abu Dhabi had already devoted its major seasonal exhibition to sub-Saharan Africa, the first of its kind in the Gulf. The ambition of the United Arab Emirates now goes beyond simply creating flagship cultural institutions. The country is seeking to cultivate new audiences and foster a broader understanding of art history, shining a light not only on artists from the Arab world, but also on scenes long under-represented in the major international artistic narratives — not least those of the African continent.
Saadiyat: a district changing scale
To understand this dynamic, it needs to be placed in context. Over the past two decades, the United Arab Emirates has pursued a structural transformation of its economy, seeking to reduce its dependence on hydrocarbons. Culture serves a precise function within this strategy: attracting high-spending tourists, cementing a reputation for international openness, and winning over investors and political partners weighing up several competing destinations in the region. In other words, museums are also instruments of economic competitiveness.
The Louvre Abu Dhabi, which opened in 2017, laid the foundations for this strategy. Designed by Jean Nouvel around a museography that puts civilisations in dialogue with one another, the museum has welcomed close to six million visitors since opening. Since then, the Saadiyat district has grown rapidly: the Zayed National Museum opened in December 2025, teamLab Phenomena Abu Dhabi in 2024, and the Guggenheim will complete the ensemble this coming December with its 30 galleries spread across 80,000 square metres. In November 2025, Dubai also hosted the ICOM General Conference, the first major global gathering of museum professionals to be held in the Middle East, bringing together 4,500 industry figures.
The race for cultural institutions is a regional one. In November 2025, Qatar opened the Lawh Wa Qalam museum, dedicated to the painter M.F. Husain and named by Time Magazine among the must-visit places of 2026, and launched the first edition of
Art Basel Qatar in Doha in February 2026. Saudi Arabia, for its part, is developing the AlUla heritage site and hosting international fairs as part of Vision 2030. Each is advancing its own pieces on the board, but what sets the Emirati approach apart is the coherence and long-standing nature of the project: Saadiyat was conceived as an integrated district from the outset, whereas its neighbours are still building their offering through successive additions.
Africa, a strategic partner in this ambition
The African dimension fits within this broader logic, but it also responds to a geographical and demographic reality. Located less than six hours from the major sub-Saharan capitals, the Emirates welcome more than 750,000 African visitors a year. This fast-growing audience represents a significant tourism lever for Abu Dhabi, which is seeking to diversify its visitor base beyond Europe and South Asia. Qatar, through its annual Years of Culture initiative — which was dedicated to Morocco in its 2024 edition — is pursuing a comparable approach, albeit one more focused on the Arab world and the Mediterranean.
For African countries, the equation is not one-sided. The exhibition “Kings and Queens of Africa”, shown at the Louvre Abu Dhabi from January to June 2025, offers the most fully realised illustration of this. Bringing together 350 objects from the collections of the Musée du quai Branly and several African institutions, and co-curated by El Hadji Malick Ndiaye, curator at Dakar’s Théodore Monod Museum, and Cindy Olohou, an independent curator, it offered a reading of ten centuries of African history stripped of the dominant Western filters. For institutions such as the Théodore Monod Museum, taking part in such an exhibition in Abu Dhabi means gaining a presence on the world art scene through a new channel. This dynamic is also borne out in the art market: Christie’s is preparing to launch the 1-54 fair, a showcase for contemporary African art, in Abu Dhabi, while Sotheby’s held its first Collectors’ Week there in December 2025.
The Emirates are thus multiplying their initiatives towards the continent, from cultural events to educational programmes. This attention reflects a dual logic: meeting the expectations of a fast-growing African audience while deepening diplomatic and economic ties that continue to strengthen. For African visitors, Abu Dhabi is establishing itself as an unprecedented crossroads — a space where their history is put on display, their art valued, and their perspective actively sought.
