Fördermittelaffäre: Kein Ordnungsgeld für Chialo nach Schweigen vor U-Ausschuss

Berlins früherer Kultursenator Joe Chialo (CDU) hat seine Aussage im Untersuchungsausschuss zur sogenannten Fördermittelaffäre verweigern dürfen. Das hat das Landgericht Berlin entschieden, wie eine Sprecherin auf Anfrage mitteilte. Mit Beschluss vom 11. September wies das Gericht den Antrag des U-Ausschusses des Berliner Abgeordnetenhauses zurück, gegen Chialo ein Ordnungsgeld von 2.000 Euro zu verhängen.

Das Gericht folgte damit der Argumentation Chialos und seiner Anwälte. Der frühere Senator habe sich zu Recht auf ein Auskunftsverweigerungsrecht berufen, entschied die zuständige Kammer. Durch die Antwort hätte er sich der Haushaltsuntreue belasten können, hieß es unter anderem. 

Chialo war Mitte Juni in Begleitung seiner Anwälte vor dem Gremium erschienen und hatte gleich zu Beginn erklärt, auf Anraten seines Rechtsbeistands keine Fragen beantworten zu wollen. «Zu Antisemitismus kann man nicht schweigen, das ist eine politische Verpflichtung, zu der ich immer gestanden habe und stehen werde. Etwas anderes war meine Rolle als betroffener Zeuge vor dem Untersuchungsausschuss», teilte der Ex-Senator nun über seinen Anwalt mit.

Rechnungshof: «Evident rechtswidrig»

Der Ausschuss war auf Antrag von Grünen und Linken im Dezember 2025 eingesetzt worden, um die Vorgänge rund um die Förderung von Initiativen gegen Antisemitismus unter die Lupe zu nehmen. Zuvor hatte der Landesrechnungshof die Förderung von 13 Projekten mit zusammen 2,6 Millionen Euro in einem Prüfbericht als «evident rechtswidrig» bezeichnet. Projekte seien willkürlich ausgesucht, nicht richtig überprüft und ohne Förderkriterien finanziell unterstützt worden. 

Als Konsequenz war Senatorin Sarah Wedl-Wilson (parteilos) am 24. April zurückgetreten. Sie hatte die Fördermittelbescheide kurz nach Amtsübernahme im Mai 2025 unterzeichnet. Das Geld sei von ihrem Vorgänger Chialo bereits zugesagt gewesen, hatte sie im Ausschuss gesagt. 

Rechtsverstöße und Einflussnahme

Der U-Ausschuss hat nach Einschätzung der Koalitionsfraktionen CDU und SPD große Defizite und Rechtsverstöße bei der Vergabe der Fördermittel offengelegt. Die Hauptverantwortung liegt aus ihrer Sicht bei der Kulturverwaltung und den früheren Kultursenatoren Chialo und Wedl-Wilson. 

Grüne und Linke zogen eine deutlich kritischere Bilanz als Schwarz-Rot und gaben sogenannte Sondervoten ab. Nach Einschätzung der Oppositionsfraktionen haben auch CDU-Abgeordnete in unzulässiger Weise Einfluss auf die Hausspitze der Kulturverwaltung genommen, um eine Förderung der von ihnen gewünschten Projekte durchzusetzen.
