Schutz der Meere: UN: Ein Zehntel der Ozeane steht nun unter Schutz

Beim weltweiten Schutz der Ozeane sieht das UN-Umweltprogramm (UNEP) einen wichtigen Meilenstein erreicht: Mittlerweile seien zehn Prozent der Ozeane als geschützte Gebiete ausgewiesen, teilte die Organisation in Nairobi mit. Allerdings ist die Weltgemeinschaft damit noch weit entfernt von dem Ziel, bis zum Jahr 2030 insgesamt 30 Prozent der Ozeane unter Schutz zu stellen.

Dafür fehle rein rechnerisch noch ein Gebiet etwa von der Größe des Indischen Ozeans, schreibt UNEP. Zudem war ursprünglich geplant, die Zielmarke von zehn Prozent geschützter Gebiete bereits 2020 zu erreichen.

Ozeane sind Oasen der Artenvielfalt

«Die Ozeane sind Oasen der Biodiversität, die Nahrung, Ressourcen und Lebensgrundlagen für Millionen von Menschen bieten und für das Überleben und die Gesundheit der Menschheit von entscheidender Bedeutung sind», begründete Grethel Aguilar, Generaldirektorin der Weltnaturschutzunion (IUCN), die Bedeutung des weltweiten Meeresschutzes.

Große Lücken beim Schutz internationaler Gewässer

Einem UN-Bericht von 2025 zufolge wurden in den vergangenen Jahren insbesondere beim Meeresschutz wichtige Fortschritte erzielt. Allerdings betrafen die meisten Maßnahmen nationale Gewässer der Mitgliedstaaten. Eine Herausforderung bleibt demnach der Schutz der internationalen Gewässer auf hoher See, die mit einem Anteil von mehr als 60 Prozent den größten Teil der Weltmeere ausmachen. Doch nur 1,6 Prozent dieses Gebiets sind dem UN-Bericht zufolge als Schutzgebiete ausgewiesen.

Kontrolle von Schutzbestimmungen ist selten

Ein weiteres Problem: Viele Meeresschutzgebiete werden nicht «aktiv verwaltet» – das heißt, es gibt keine Kontrolle, ob Schutzbestimmungen eingehalten werden, oder keine Patrouillen wie in Naturschutzgebieten an Land.

Im Januar war der UN-Hochseevertrag in Kraft getreten, das erste internationale Abkommen, das sich auf den Schutz der Biodiversität in den Ozeanen konzentriert. Es geht darin um den Schutz des Meereslebens auf hoher See und in der Tiefsee – also jenen Gebieten des Ozeans, die außerhalb der nationalen Hoheitsgewalt einzelner Länder liegen. Der Vertrag, über den die Mitgliedsstaaten fast 20 Jahre lang verhandelt hatten, bietet zudem einen Rechtsrahmen für die Förderung der nachhaltigen Nutzung der Meeresressourcen und die gerechte Aufteilung der Vorteile aus dem in Tiefseearten vorkommenden genetischen Material.
