On September 4, 2026, Seibu Holdings, Seibu Railway, and inbound tour operator Oku Japan announced a new adventure tourism initiative for international visitors to the Chichibu area of Saitama Prefecture.

Adventure tourism, a growing global travel trend, combines outdoor activities, nature, and cultural experiences while encouraging a more sustainable style of travel. Drawing on the Seibu Group’s extensive rail network and local infrastructure, the initiative aims to help travelers go beyond conventional sightseeing and experience Chichibu on a deeper level.

Chichibu Adventure Tourism Vol. 1: “Beyond Tokyo : Wolves of Chichibu”

At the heart of the initiative is “Beyond Tokyo: Wolves of Chichibu,” an immersive 4-day, 3-night tour developed jointly by Oku Japan and the Seibu Group.

Itinerary: 4 days, 3 nights, traveling through the Yorii, Nagatoro, and Chichibu areas

Mountain Worship & the Culture of the Wolf: Explore Chichibu’s long history of reverence for the Japanese wolf, traditionally regarded as a divine messenger known as Oinusama. The tour visits sacred sites associated with this belief, including Mitsumine Shrine and the inner sanctuary of Hodosan Shrine.

1. Mitsumine Shrine: A Sacred Center of Wolf Worship at an Elevation of 1,100 Meters

Located deep in the mountains of Chichibu, Mitsumine Shrine is one of the Kanto region’s best-known spiritual destinations.

History & Culture: The shrine is associated with the legend of Yamatotakeru-no-Mikoto and has a long tradition of venerating the Japanese wolf, or Oinusama, as a divine messenger and protector. Instead of the guardian lion-dogs commonly seen at Japanese shrines, striking stone statues of wolves stand near the entrance.

2. Nagatoro River Boating & Iwadatami Rock Formations

Nagatoro is known for its dramatic Iwadatami rock formations, which form part of an area designated as a National Place of Scenic Beauty and Natural Monument.
