Washington Just Opened Public Land to 456 Nuclear Reactors

While everyone was watching the AI executives file into the White House on Tuesday, a much bigger story was sitting in a filing with the Bureau of Land Management.

A nuclear startup called Valar Atomics has applied to build what it calls Project Beehive on more than 9,500 acres of federal land near Price, Utah. The plan calls for 456 small nuclear reactors, a data center campus, a nuclear fuel fabrication plant, and on-site waste storage. NPR broke the story this morning.

The numbers are hard to get your head around. The reactors would produce roughly 9.6 gigawatts of electricity. The entire state of Utah averages about 4 gigawatts. One private campus on public land would generate more than double the power of the state it sits in.

The timeline is just as aggressive. Nonnuclear construction could begin by the end of this year. The first reactors are slated to come online in 2028.

Now here is the part that matters.

Valar has never operated a commercial reactor. Its test unit only produced its first electricity this year. And yet when the company needed to move that reactor from California to Utah, it didn’t hire a truck. The U.S. Air Force flew it on a C-17.

Utah and four other states have sued the Nuclear Regulatory Commission to carve out a faster licensing path for exactly this kind of reactor. The White House signed four executive orders last year ordering the NRC to speed up approvals and directing the government to quadruple U.S. nuclear capacity by 2050. And on Tuesday, the day before the Beehive filing surfaced, President Trump gathered the heads of the AI industry, told them “whoever wins AI, wins,” and signed an executive order instructing federal agencies to stop saying “AI” and start saying “Super Intelligence.”

Put simply, Washington has decided that the United States will win the AI race, that winning requires more electricity than the grid can supply, and that the electricity will come from nuclear reactors built on federal land with federal help. Public land, military aircraft, a rewritten licensing regime, and a startup that would not exist in its current form without all three.

This is the same pattern I’ve been writing about all month. The government identifies an outcome it cannot afford to lose, and it clears every obstacle in the way. Iran closed Hormuz, so the Navy built a lane. China squeezed rare earths, so the Pentagon built a stockpile. The AI race needs power, so the Interior Department is opening the desert to reactors.

That’s a wartime economy. And a wartime economy doesn’t wait for the market to solve a problem. It picks the solution and pays for it.

So what does this mean for you?

The buildout itself will take years, and most of the companies doing the building are private or unproven. Valar isn’t investable. Neither are most of the reactor startups lined up behind it.

The bottleneck is.

Four hundred and fifty-six reactors need fuel, and the specific fuel these reactors use requires uranium enriched to levels the United States barely produces. For most of the past two decades, America imported the bulk of its enriched uranium, with Russia supplying a large share of it until Congress banned those imports. Domestic enrichment capacity is a fraction of what a program this size needs. Every reactor on that Utah site, and every one of the thousands that would have to follow to hit the government’s 2050 target, is a claim on a uranium supply chain that doesn’t exist yet at scale.

That is where the next round of government money goes. Not into the data centers, which the hyperscalers can fund themselves, but into mining, conversion, enrichment, and fuel fabrication. It is the rare earths playbook applied to uranium, and it’s already started: the Department of Energy has been handing out enrichment contracts and loan guarantees for two years.

I’ve been telling you since June that nuclear is one of the great structural trades of this decade. Project Beehive is the first time a single filing has put the scale of it in writing. Nine and a half thousand acres. Four hundred and fifty-six reactors. More power than a state. And the government is holding the door.

Here’s the thing to understand about a government that opens public land to 456 reactors, flies a startup’s hardware on Air Force jets, and rewrites the licensing rules to make it happen. That government is not going to balance its budget. It is going to spend, borrow, and let the dollar absorb the difference. The bond market already knows it. That’s what a 5% 10-year Treasury yield during a Fed hiking cycle is telling you.
