Kawira Mwangaza Breaks Down in Senate as Committee Dismisses Petition

• Meru Governor Kawira Mwangaza was saved from impeachment after an 11-member special Senate committee found charges against her unsubstantiated
• The chairman of the 11-member committee read out five charges that were manufactured from the 62 forwarded by the Meru county MCAs
• The Senate was restricted from contributing their opinions on the decision of the committee on grounds that it was their document

Meru Governor Kawira Mwangaza has shed a tear on the floor of the Senate after the committee led by Boni Khalwale dismissed impeachment allegations against her.

Khalwale took to the stand to present a report from the 11-member committee and read out six allegations crystallised from the 62 presented by the Meru Members of County Assembly.

“The committee has found all allegations against the Governor not to be substantiating. The matter of impeachment is now put to rest,” Senate Speaker Amason Kingi said.

Charges not substantiated

According to Boni Khalwale, the chairman of the 11-member committee tasked with the responsibility of investigating the charges against the Meru governor, all the charges could be proven or substantiated by the committee.

“After the consideration and investigations, observations were made, conclusions were made and by a decision of member after member, the 11 members agreed and recommended to this house in this report that the charges, non of them were proved or substantiated,” Khalwale stated.

Edwin Sifuna, Nairobi Senator and a member of the taskforce said they stretched their limits and working hours to ensure that they deliver a sound ruling on the impeachment motion forwarded by Meru county ward representatives.

Charges against Kawira Mwangaza

Out of the 62 charges against Kawira sponsored by the MCAs, the committee crystallised them to six that they said would build a basis against the county boss.

“The committee considered and investigated and made a decision on charge one being nepotism, illegal appointments, unlawful dismissals and the usurpation of the constitution and statutory functions of the county organs,” Khalwale outlined.

The second charge against the Meru county governor was allegations of incitement and causing disharmony amongst other leaders in the county.

“It also made a decision on charge number two on incitement, bullying, vilification and misleading campaigns against other leaders,” he said.

The governor was also accused of forcefully gaining access to the Meru county assembly and being a mastermind in illegal riots within the precincts.

The fourth charge was on the management of the public finances laws.

“Charge number five finally, was misconduct relating to of county executive committee members,” the chairman of the committee said.

MCAs collection of allegations

Meru Members of County Assembly presented over 60 allegations against governor Kawira Mwangaza as the basis they used to vote for the impeachment of the county boss.

After the procedure at the county assembly, the impeachment motion was forwarded to the Senate for hearing and determination.

The Senate 11-member committee led by Bungoma Senator Boni Khalwale broke down the 62 allegations against Kawira into six sensitive issues of concern.

The committee will consider the six issues as a top priority before tabling its report in the senate special sitting.
