El presidente de la Comisión de Hacienda en el Senado, Juan Zaragoza Gómez, advirtió que pudiera ser complicado que la Cámara de Representantes pase por encima del veto del gobernador Pedro Pierluisi al proyecto senatorial 563, que propone aumentar el salario mínimo a los empleados públicos a $10.50 por hora, de forma escalonada, y que fue vetado el pasado 25 de agosto.

El legislador explicó que en su cuerpo legislativo se necesitaron 18 votos que se lograron con la delegaciones popular, del Partido Independentista Puertorriqueño (PIP), del Movimiento Victoria Ciudadana (MVC), de Proyecto Dignidad (PD), el senador independiente José Vargas Vidot y el voto del novoprogresista William Villafañe Ramos. No obstante, la historia no es la misma en la cámara baja, puesto que se necesitan 34 votos para lograr el cometido de pasar por encima del veto. Aunque entre la mayoría popular -en la cual incluyó al ahora legislador independiente Luis Raúl Torres Cruz- y representantes del PIP, MVC y PD, todavía se necesitan cuatro votos del Partido Nuevo Progresistas (PNP).

“Allí ha habido varios comportamientos… No necesariamente se han comportado, en este año y medio que llevamos, en bloque. Ha habido varias circunstancias donde el presidente ‘Tatito’ Hernández ha conseguido personas que cruzan para aprobar medidas, pero sí es más complicado que en el Senado, que era uno nada más”, expresó el legislador.

En respuesta al interés del gobernador Pedro Pierluisi respecto a esperar porque se publique un plan de escalas salariales, además de su afirmación de que es inconsistente con el plan fiscal, Zaragoza Gómez indicó que eso no supondría el fin, sino que habría que justificar de dónde saldrán los fondos para dicho aumento.

Asimismo, informó que, al momento, las tablas propuestas para definir el salario cuentan con 15 categorías las cuales, de alguna u otra forma, fluctuarán entre todas las agencias gubernamentales, y que cuatro de las 15 están por debajo del salario mínimo, por lo cual, al aplicarse, una parte del sector de empleados públicos no contarán con un salario mínimo justo, mientras que otras personas ni siquiera están contempladas en el plan que el gobernador pide que se estudie para recibir dicho aumento.

“Nosotros hicimos un cómputo… Son doscientos y pico mil de empleados públicos, excluyendo a los municipios. Nosotros estimamos que deben ser 10 [o] 12 mil empleados los que se han afectado […] Y estimamos que el efecto en el primer año, ese primer brinco, pueden ser $5, $6, $7 millones para un año completo… […] El segundo brinco, pues, sí, ya tiene un impacto más grande. Pueden ser treinta y pico, $40 millones”, informó el legislador cuando se le preguntó en Dígame la verdad sobre el impacto económico que tendría en el plan fiscal aumentar el salario a los trabajadores, mientras destacó que no sería de gran magnitud.
