EU-Gipfel: Ungarn blockiert Verlängerung von EU-Sanktionen gegen Russland

Die Verlängerung der Ende Januar auslaufenden EU-Sanktionen gegen Russland steht offenbar auf der Kippe. Beim EU-Gipfel in Brüssel stimmte der ungarische Ministerpräsident Viktor Orbán einer Verlängerung nicht zu. Laut Teilnehmern des Treffens sagte Orbán, er müsse über die Sache noch nachdenken. Er wolle erst eine Entscheidung treffen, wenn der wiedergewählte US-Präsident Donald Trump am 20. Januar sein Amt antritt.

Der Republikaner hat mehrfach gesagt, er könne den russischen Krieg gegen die Ukraine in kurzer Zeit beenden. Aus Sicht von Orbán würde dann die Grundlage für die Sanktionen wegfallen. Ungarns Ministerpräsident hatte sie wiederholt als nutzlos und schlecht für die europäische Wirtschaft kritisiert.

Die Sanktionen müssen alle sechs Monate verlängert werden. Bislang gab der EU-Gipfel in der Regel dafür den Auftrag. Die formelle Entscheidung für die Verlängerung der EU-Sanktionen muss vom Rat der Europäischen Union einstimmig getroffen werden. Sollte Ungarn die Verlängerung also weiter blockieren, würden sie am 31. Januar auslaufen. 

Ungarn erpresst die EU

Betroffen wären die umfangreichen Wirtschafts- und Finanzsanktionen gegen das Land, aber auch die eher symbolischen Sanktionen gegen mehr als 2.000 Personen und Unternehmen. Unter letzteren sind auch wichtige russische Politiker wie Präsident Wladimir Putin und zahlreiche Oligarchen.

Experten gehen davon aus, dass auch nach dem 20. Januar noch ausreichend Zeit bleiben würde, die Sanktionen rechtzeitig zu verlängern. Möglicherweise wolle Orbán auch in anderen Bereichen Zugeständnisse der EU-Partner erpressen. So sind wegen Rechtsstaatsdefiziten in Ungarn für das Land vorgesehene EU-Gelder in Milliardenhöhe derzeit eingefroren.
