Militia Boat, Zunyi Claim, Yonaguni Drill

Three developments from the first ten days of October map a quiet operational shift: who can establish a presence, or position a weapon, in the waters east of Taiwan without triggering an overt crisis.

1. Militia Vessel off Hualien

On 8 October, Reuters published an Apex Aviation surveillance report from mid-August: the fishing vessel Minfudingyu 07902—identified by Taiwanese officials as a PLA maritime militia asset—was tracked over 30 nautical miles off Hualien alongside China Coast Guard cutter 2502 and the research ship Xiang Yang Hong 03. Taiwanese officials confirmed the atypical transit, calling it “substantive harassment” aimed at creating an “illusion of de facto jurisdiction” and a rehearsal for encirclement. Separately, the U.S. State Department called Chinese activity east of Taiwan “deeply destabilizing” (Focus Taiwan, 9 October).

This is the first open identification of a Chinese militia vessel on Taiwan’s Pacific flank. Since the 1950s, militia hulls have served as a gray-zone tool in the South China Sea, asserting presence without deploying gray-hull warships. One boat outside restricted waters cannot sever Taiwan’s wartime supply lines. The presence itself is verified; whether it serves as a low-level presence test or an active blockade rehearsal remains the critical debate.

2. The Zunyi Blackout Claim

On 7 October, CCTV aired an interview with Captain Zhang Jun of the Type 055 destroyer Zunyi (hull 107). He stated that during routine training, an unidentified foreign warship tracking his ship suddenly lost power, dropped off radar, and darkened its navigation lights for nearly half an hour. Zhang provided no dates, coordinates, or ship names, adding only that his ship was unaffected and could destroy the vessel inside missile range.

Commentary quickly tied this to USS Benfold, which suffered a documented generator failure on 24 July in the Indo-Pacific, lost power for four days, and was towed to Subic Bay. But the details diverge sharply: Zhang cited a roughly 30-minute outage; Benfold was offline for four days. A 30-minute window could theoretically fit within a multi-day casualty, but absent dates, locations, or tracking data, linking the Type 055 to an electronic-attack success remains speculation.

3. NMESIS Drill on Yonaguni

The concrete deployment of the week is American and Japanese. In the Keen Sword exercise (19–29 October), the U.S. will temporarily deploy the Navy-Marine Expeditionary Ship Interdiction System (NMESIS) to Yonaguni Island, roughly 110 kilometers from Taiwan. NMESIS is an uncrewed launcher carrying two Naval Strike Missiles (range ~185 km). Neither NMESIS nor Japan’s extended-range Type 25 surface-to-ship missile—deployed in Kyushu, not on Yonaguni—will fire live rounds during the drill.

The move is a temporary exercise, not a permanent battery. Its significance is geographic: staging an anti-ship launcher on Japanese territory within reach of Taiwan’s eastern approaches, covering the same waters where Chinese coast guard and militia hulls were tracked in August.

Operational Convergence

A single militia boat, an uncorroborated naval encounter, and a scheduled exercise without live fire are not a coordinated campaign. The Yonaguni move belongs to an existing drill schedule, and NMESIS deployed to Ishigaki a year ago. What connects them is the water space east of Taiwan.

Strategic Outlook

  • Beijing is testing how much it can do east of Taiwan without a response. Coast guard patrols since June, followed by a militia hull and a survey ship in August, form an incremental ladder of presence. Each step is deniable, low-cost, and normalizes the next. If repeated, the aim is routine access; Taiwan views it as a blockade drill.
  • Washington and Tokyo are using exercises to normalize anti-ship dispersal. Deployments across Ishigaki, Luzon, and now Yonaguni establish a pattern: each rotation is temporary, yet each puts mobile coastal strike where it has not been before, lowering the bar for future operations.
  • Taiwan’s eastern flank is shifting from a secure rear to an active front. Any future blockade or quarantine will hinge on whether this Pacific corridor can be held open or closed.

What would show the assessment is right or wrong:

  • Repeated militia sightings east of Taiwan, or a first documented entry inside Taiwan’s 24-nm contiguous zone, would support the “ladder” reading. No repeat by year-end would weaken it.
  • Chinese naval or coast guard maneuvers near Yonaguni during 19–29 October, or a carrier transit on the Pacific side, would show Beijing treating the deployment as an operational signal.
  • NMESIS or Type 25 reappearing on Yonaguni or the Sakishima Islands outside a named exercise would signal the posture is becoming permanent.

Clear examples do more than decorate an explanation: they show how an idea behaves under recognizable conditions. In education and software documentation alike, strong illustrations begin with a defined goal, then reveal the steps, assumptions, and result without unnecessary detail. A practical test example should state the input, expected output, and boundary condition, because these elements show whether a rule works beyond the simplest case. Including a contrasting case also helps readers distinguish a valid application from a tempting but incorrect one, while concise notes explain why the outcomes differ. When examples are updated with current data and checked against the underlying rule, they remain useful across classrooms, product guides, and professional training.
