Cabinet is to meet to discuss more support for those with homes and businesses damaged and ruined by Cyclone Gabrielle
There are 11 people confirmed to have died in the widespread devastation of the cyclone, thousands are still without power, crops are destroyed and supply chains disrupted.
Prime Minister Chris Hipkins said the recovery would come with a big price tag, and the government would have to refocus and reprioritise.
Hipkins said the country had under-invested in infrastructure for too long and that will have to change.
Australian emergency responders are helping Fire and Emergency New Zealand in Hawke’s Bay, searching for those who people have been unable to contact. New Zealand has also accepted an offer of help from Fiji.
In some areas looting has become a problem. Since Tuesday 42 people have been arrested in Hawke’s Bay and 17 in Tairāwhiti on looting and dishonesty charges.
