WASHINGTON — The Science Applications International Corporation (SAIC) has netted a major IT modernization contract for the Defense Counterintelligence and Security Agency’s (DCSA) systems, a “second win” after the original competition was re-run, the company announced Tuesday.
The contract was awarded by the Federal Systems Integration and Management Center (FEDSIM) to SAIC to develop and implement One IT, meant to help DSCA digitally transform its aging IT infrastructure under one consolidated environment, Vinnie DiFronzo, senior vice president of operations for SAIC’s programs, told Breaking Defense today.
“One IT creates a collaborative, integrated, transparent, predictable, and measurable organization under a single IT environment,” DiFronzo said in a statement. “One IT is digitally transforming the Agency’s legacy enterprise IT services and infrastructure into a highly secure and adaptable environment with world-class customer support and cutting-edge technologies to advance the DCSA mission.”
Last year, Deloitte filed a protest over the initial contract award to SAIC, alleging that the evaluation wasn’t done properly. DiFronzo said today that the protest had halted SAIC’s work. FEDSIM decided to recompete the contract, DiFronzo said, resulting in what he called this week’s “second win.”
The company will provide a several IT modernization services under the contract, he said, including “architecture, engineering, enterprise operations, application sustainment, lifecycle asset management and related IT services to support DCSA’s One IT vision of a single, consolidated IT environment.”
DSCA, which was renamed from the Defense Security Service in 2019, “inherited heterogenous and aging IT infrastructures from multiple organizations” as it expanded, DiFronzo said.
“The objective of One IT is to rationalize those environments into the single, cohesive, modern Enterprise IT environment with world-class service that DCSA’s critical mission deserves,” he said.
Beyond providing IT modernization services under the contract, SAIC will also work with DSCA to develop a strategy and roadmap that leverages commercial cloud providers, like the company did with the Air Forces Cloud One, he added.
SAIC’s award includes a one-year base and four one-year extension options, according to the company’s press release.
