Floodwaters are finally slowly receding in Shepparton but locals under evacuation orders have been urged to stay away from their home for at least the next 48 hours.
Attention is now turning to communities north of the regional centre, with a fresh round of evacuation orders issued late on Monday night and new orders expected for the small town of Barmah from early afternoon on Tuesday.
Mooroopna, which relies heavily on Shepparton, remains cut off except for emergency service vehicles.
Local independent member of parliament Suzanna Sheed is deeply concerned there are no doctors able to assist people in the town of about 8000 people and has asked the state government for help.
Premier Daniel Andrews, Minister for Emergency Services Jaclyn Symes and Emergency Management Commissioner Andrew Crisp joined Greater Shepparton Mayor Shane Sali at the local control centre for a briefing on Tuesday morning.
Some areas around Shepparton remain cut off, with emergency services trying to work out to reach isolated clumps of houses via helicopter.
Three days after the start of the disaster the streets of Shepparton are eerily quiet, with overflowing bins outside most houses the only sign people have been coming and going from the centre of town.
Entire residential roads remain blocked off by floodwaters.
The occasional lone figure stands at a corner surveying the damage to homes from afar and a handful of people attempt to wade through water and check properties for themselves.
Shepparton Showgrounds, host to the annual agricultural show less than a fortnight ago, has turned into a tent city filled with dozens of residents with nowhere else to go and no clear idea about when they can return home.
